The strategy affirms the viewpoint of taking people and businesses as the center of all digital infrastructure innovation activities, from digitizing administrative procedures, operating digital urban government to applying artificial intelligence in operations and management, synchronous connection, sharing and data exploitation.
In particular, Can Tho will strongly promote the processing of online records without any administrative level restrictions, aiming for the goal of 100% of administrative procedures being resolved without administrative boundaries between levels, with at least 90% of records being processed completely in the digital environment by 2030.
In the context of existing urban technical infrastructure being strongly affected by climate change, Can Tho has proposed a solution of automatically connecting water level sensors with pumping systems, simulating green regulatory corridors and applying artificial intelligence (AI) to warn of flooding early.
With a widespread IoT (IoT - Internet of Things - Internet of Things) network, the city can monitor air quality, measure water pressure, and monitor smart waste to optimize the collection, classification, and recycling process. Robots that recognize garbage images will replace manual work in initial classification, increasing the recycling rate and reducing landfill volume.
The solution for digital urban government does not stop at developing the Can Tho Smart application but also restructuring the organization and training specialized digital human resources. The administrative procedure information system connected with the national axis will expand utilities and enhance interaction between people and the government.
The top priority is to promote socialization, public-private partnership investment, calling on technology enterprises to participate in providing applications and technology to manage and develop infrastructure business models, digital databases, etc., and encourage investment in smart urban projects and modern infrastructure.
In terms of vision, by 2030, Can Tho will not only be the driving force of the region's digital economic growth but also the locomotive for smart urban development, flexibly adapting to climate change, improving the capacity to provide public services and the quality of life for people.
