Efforts for sustainable development of fisheries sector

Prime Minister Le Minh Hung signed Decision No. 815/QD-TTg dated May 7, 2026, on the restructuring of the National Steering Committee on combating illegal, unreported, and unregulated (IUU) fishing and the sustainable development of the fisheries sector.

According to the restructuring, the Head of the Steering Committee is Deputy Prime Minister Ho Quoc Dung. The Deputy Heads of the Steering Committee include: Minister of Agriculture and Environment Trinh Viet Hung (Permanent Deputy Head); and Deputy Minister of Agriculture and Environment Vo Van Hung.

Members include leaders from ministries, agencies, and localities: the Party Central Committee’s Communications, Education and Mass Mobilisation; the Ministry of National Defence; the Ministry of Public Security; the Ministry of Foreign Affairs; the Ministry of Justice; the Ministry of Finance; the Ministry of Industry and Trade; the Ministry of Construction; the Ministry of Science and Technology; the Ministry of Culture, Sports and Tourism; and the Government Inspectorate.

The Office of the National Steering Committee for Civil Defence and the Chairpersons of the People’s Committees of 22 coastal provinces and cities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue City, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Ho Chi Minh City, Vinh Long, Can Tho, Dong Thap, Ca Mau, An Giang, Tay Ninh.

The Ministry of Agriculture and Environment is the Standing Agency of the Steering Committee. The National Steering Committee on IUU fishing has the function of advising and assisting the Prime Minister in directing and coordinating the resolution of important, inter-sectoral issues under the Prime Minister's authority related to combating illegal, unreported, and unregulated (IUU) fishing.

The National Steering Committee on IUU is responsible for directing, urging, and coordinating with ministries, agencies, and localities to implement measures to combat IUU fishing in accordance with international practices, international conventions and agreements to which Viet Nam is a party or signatory, and in line with the regulations of regional and international fisheries organisations on combating IUU fishing.

The National Steering Committee on IUU fishing is tasked with advising, compiling, and proposing to the Prime Minister urgent, key, and priority tasks and solutions to combat IUU fishing; and recommending solutions to obstacles in the implementation of IUU fishing control measures by ministries, agencies, and localities that exceed their authority...
