In this context, protecting cyberspace and safeguarding data have been identified by the Central Committee not merely as technical tasks, but as matters of national security and sovereignty, with direct implications for political and social stability as well as national competitiveness. This task has become increasingly urgent as science and technology, innovation, and digital transformation are recognised by the 14th Party Congress as key components shaping a new growth model aimed at achieving double-digit economic expansion. In line with these directives, efforts to ensure cybersecurity and information safety have received growing attention from Party committees and organisations nationwide.
During the 2022–2025 period, Da Nang has been recognised as one of the leading localities in the country in terms of information security rankings. It was also among the earliest to deploy solutions and products ensuring information security and the protection of state secrets, including digital signature services and the secure exchange of classified documents among Party agencies via the internal information management system. These achievements stem from the Da Nang Party Committee’s issuance and effective implementation of directives to strengthen the Party’s leadership in cybersecurity and the prevention of high-tech crime.
This has provided an important direction for the municipal Party Committee in instructing the People’s Committee to accelerate the application of technology in cybersecurity and high-tech crime prevention, while developing application systems to support effective law enforcement.
Thanks to focused investment in specialised equipment and technical capabilities, Da Nang has been able to promptly detect, prevent, investigate, and combat high-tech crimes from an early stage and at a distance.
Alongside investment in science and technology, the Party Committee has also prioritised communication and education on cybersecurity and high-tech crime prevention through diverse and engaging formats.
The municipal Party Committee has tasked the Public Security Party Committee of Da Nang with advising and organising training courses on cybersecurity for officials, Party members, and youth union members, notably the 2025 live simulation exercise on ensuring information security in Da Nang.
The Steering Committee 35 of the municipal Party Committee, in coordination with the Commission for Information, Education, and Mass Mobilisation, has effectively implemented a project to disseminate positive information while countering false, hostile, and harmful content on the internet and social media in Da Nang through 2025, with a vision to 2030. Through varied and engaging communication methods, the “Beautiful Da Nang” fanpage of the Steering Committee 35 has contributed to raising legal awareness among officials, Party members, students, and the public, while reducing the risk of cybercrime and high-tech crime.
Entering a new stage of development, alongside the requirement to strengthen the protection of cyberspace, the Da Nang Party Committee has continued to issue Directive No. 13-CT/TU to further enhance the Party’s comprehensive leadership and direction, providing a solid political and legal foundation for cybersecurity and the fight against high-tech crime across the city. Immediately following its issuance, Party committees at the commune and ward levels swiftly launched dissemination efforts and developed action programmes suited to local conditions.
In Thanh Khe Ward, the ward-level Party Committee has promptly implemented the model of a safe and smart social cyberspace. According to its Standing Board, the model focuses on strengthening coordination among agencies, organisations, and socio-political bodies in the locality, particularly in developing the “Thanh Khe Today” information platform.
Through this channel, the ward-level Party Committee can promptly grasp, forecast, and guide public opinion from the grassroots level, especially in cyberspace, while encouraging Party members and residents to refrain from posting, commenting on, or sharing unverified information, and to actively contribute positive news, articles, and images reflecting local life.
