The event was jointly organised by a delegation from the European Union (EU) to Viet Nam, EuroCham Viet Nam, the National Data Association (NDA), and the Viet Nam Software and IT Services Association (VINASA), among others.
In his opening remarks, EU Ambassador to Viet Nam Julien Guerrier highlighted that 2025 marks the 35th anniversary of EU–Viet Nam diplomatic relations, which are entering a new era as the two sides elevate their partnership to a strategic and comprehensive level - with science, technology, and digital innovation at the core.

Ambassador Guerrier noted that Europe’s approach to digital transformation is built on sovereignty, independence, trust, transparency, and a people-centred vision. He also announced that Team Europe will fund a 50 million EUR programme to support technical and vocational education and training (TVET) in Viet Nam.
At the forum, Deputy Minister of Science and Technology Bui The Duy emphasised that Viet Nam is entering a new stage of development - one in which digital transformation is not merely a trend but a fundamental requirement for fast, sustainable, and self-reliant growth.
He underlined that digital transformation serves as a central driver of socio-economic development, built on three key pillars - digital government, digital economy, and digital society - with data, technology, and people as its foundation.
Deputy Minister Duy affirmed that the European Union remains a strategic and trusted partner, and that Viet Nam highly values Europe’s experience in fostering ethical, privacy-focused, and sustainable digital technologies.
Nguyen Loc Ha, Vice Chairman of the Ho Chi Minh City People’s Committee, stated that the forum’s objectives align perfectly with the city’s development vision. He shared that by 2025, with Ho Chi Minh City merging with Binh Duong and Ba Ria - Vung Tau to form a mega-metropolitan area, the region will take on the mission of creating new growth drivers, with comprehensive digital transformation as the essential pathway.
The forum was among the most significant events on EU–Viet Nam digital cooperation in 2025, aiming to create a platform for identifying cooperation opportunities and strengthening B2B and B2G connections; discussing the role of the EU’s Global Gateway strategic initiative; and consolidating the “EU Tech Business Offer” - a package of European technology and business solutions - for the Vietnamese market.
