The action plan aims to translate the ministry’s tasks and solutions under the strategy into concrete actions, while identifying key priorities and assigning responsibilities to its subordinate units for implementation.
It also serves as the basis for the ministry’s affiliated units to formulate annual work plans and to propose and implement specific programmes and projects for retail market development.
Under the action plan, the ministry has identified six major groups of tasks and solutions to implement the strategy.
These include improving mechanisms and policies and enhancing the business environment in line with international commitments; and developing modern, synchronised retail commercial infrastructure, together with green logistics infrastructure, balanced across regions.
The plan also seeks to enhance the competitiveness of Vietnamese retailers during the process of international integration; establish technical barriers to support domestic market development in compliance with international commitments; strengthen the management of goods transactions conducted through e-commerce platforms; and reinforce the role of industry associations and leading enterprises in the retail sector.
The action plan further emphasises that retail market development should be closely linked with the development of domestic trade.
It calls for stronger state management while creating momentum for domestic enterprises to help stabilise supply, demand, and prices; and to develop a modern retail market in line with the growth of e-commerce.
In addition, the plan recognises that retail market development plays an important role in guiding production in accordance with market principles, connecting production with sustainable consumption, and ensuring a balanced allocation of resources across regions.
