The plant, located in Na Sang and Ma Thi Ho communes of Muong Cha District, began construction in the second quarter of 2020.

With an installed capacity of 22MW and a total investment of over 793 billion VND (30.56 million USD), the project faced significant challenges during its nearly five-year construction, including rugged terrain, complex geology, and disruptions caused by the COVID-19 pandemic and fluctuating material prices.

Thanks to strong leadership from provincial authorities and the determination of the project stakeholders, the plant was completed and began generating power in April 2025.

It is expected to produce around 79 million kWh annually, contributing to national energy security, enhancing local power infrastructure, and creating jobs and revenue for the province.

Speaking at the ceremony, Chairman of the Dien Bien Provincial People’s Committee Le Thanh Do praised the contributions of local authorities, contractors, and especially the people of Na Sang. He urged the plant operator to strictly comply with safety protocols for plant and reservoir operations.

The provincial government also emphasised the importance of coordination with other hydropower operators in the same river basin for disaster prevention and water regulation. The company was encouraged to continue fulfilling its social responsibilities to ensure a balanced benefit for the state, investors, and local communities.
