National airport system plan in Q2/2026 reviewed

The Government Office issued Notice No. 241/TB-VPCP (dated May 11, 2026) summarising the conclusions of Deputy Prime Minister Pham Gia Tuc at a meeting on adjusting the national airport system plan for the 2021-2030 period, with a vision to 2050.

Accordingly, the deputy prime minister highly appreciated the significant contributions of the Vietnamese Ministry of Construction and the aviation industry to the country’s socio-economic development. The aviation industry is identified as one of the driving forces for growth; strengthening international integration; expanding development space; and contributing to promoting tourism, trade, services, and attracting domestic and foreign investment.

The deputy PM supported the policy of researching the expansion and development of the airport system, prioritising the mobilisation of resources to invest in additional airports to serve socio-economic development and create favourable conditions for people and businesses. However, planning and investment need to be considered comprehensively and synchronously with other modes of transport. Ensuring feasibility, security, safety of exploitation, and long-term stability.

Furthermore, the plan must be consistent with the national master plan, regional plan, and provincial plan; it must be carefully calculated in terms of financial efficiency and socio-economic efficiency while preventing loss and waste of resources during implementation.

Regarding specific tasks, based on Conclusion No. 18-KL/TW and Resolution No. 109/NQ-CP (dated April 16, 2026) of the Government on the action programme to implement Conclusion No. 18-KL/TW, the standing deputy PM requested the Ministry of Construction to conduct a comprehensive review of the content and draft of the revised Airport System Planning; and to urgently accelerate the progress of preparing and adjusting sectoral plans under its management, ensuring quality and timeliness as prescribed.

The goal is to complete the review and adjustment of the planning in the second quarter of 2026 for approval within its authority or submission to the competent authority for consideration and decision.

The standing deputy PM also requested the People’s Committees of the relevant provinces and cities to closely coordinate with the Ministry of Construction in the process of preparing, submitting, and approving related plans, thereby ensuring timeliness and quality.

Emphasising the particularly important significance of the revised airport system plan for socio-economic development and ensuring national defence and security, the deputy PM requested the Ministry of Construction to report to and seek the Politburo’s opinion on the plan's content before approval, ensuring compliance with Regulation No. 01-QC/TW (dated April 8, 2026) of the Party Central Committee.
