The system aims at creating a legal basis for the inventory of greenhouse gases in Vietnam, in compliance with current regulations related to coping with climate change and meeting requirements and obligations of a member to the United Nations Framework Convention on Climate Change (UNFCCC).
The Ministry of Natural Resources and Environment is the governing body for the system and is responsible for collaborating with concerned agencies to conduct inventories for greenhouse gases under construction of the national report on climate change; while ensuring operation of the Steering Committee for Implementation of Climate Change Conventions and the Kyoto Protocol implementation through the assessment of national reports on climate change, including the results of greenhouse gas periodic inventory.
The Ministry of Planning and Investment is tasked with co-ordinating with the Ministry of Natural Resources and Environment in guiding and providing data to relevant authorities and related businesses to carry out biennial inventory as required by the UNFCCC.
The PM requires central-agencies and local authorities to collect data and related information serving for the inventory, as well as improving capacity on the issue and monitoring of greenhouse gas emissions, managing the process of collecting and aggregating concerning data, and participating in quality control activities.
Organisations and businesses related to greenhouse gas absorption and emissions in Vietnam should provide their operational data and information regarding greenhouse gas inventories under the guidance of the Ministry of Planning and Investment.
According to the 2016-2020 schedule, the system will be deployed from 2016, focusing on reviewing and supplementing policies and documents related to greenhouse gas inventories. Inventories and technical reports for 2014 and 2016 will be also finalised, in addition to developing a database for greenhouse gases inventory and building an implementation plan for post-2020.
For the post-2020 period, Vietnam has set the target of fully completing its national system for greenhouse gas inventories, strengthening management and monitoring of greenhouse gas emissions, measuring- reporting-examining activities of greenhouse gas emission reductions to serve for Vietnam’s Intended Nationally Determined Contributions (INDCs) to the convention, and implementing biennial greenhouse gas inventories for building national reports on climate change, ensuring the responsibility of a member state to the UNFCCC.
