Working principles of the Steering Committee
Decision No. 73/QD-BCD, dated July 20, 2026, promulgates the operating regulations of the Steering Committee for the Implementation of Activities Marking the 80th Anniversary of War Invalids and Martyrs’ Day (July 27, 1947 – July 27, 2027).
Accordingly, the steering committee operates on the principles of centralised and democracy, open discussion, ensuring unity, and promoting the personal responsibility of its head.
The Deputy Prime Minister serves as the head of the steering committee, providing direct leadership and direction in the management, administration, and organisation of implementation of its duties.
The head of the steering committee makes the final decisions on matters of the committee. The deputy head may decide on certain matters as assigned or authorised by the head. Members of the steering committee are responsible for carrying out their assigned duties and proactively directing the implementation of tasks within the sectors and areas of state management under their responsibility.
The head of the steering committee chairs regular and extraordinary meetings whenever necessary. The head may assign or authorise the deputy head to chair meetings to discuss and decide on specific matters within the steering committee's responsibilities.
Members of the steering committee are responsible for attending all meetings. If a member is unable to attend, they must report to the head of the steering committee and authorise a representative from their agency or organisation to attend on their behalf. The representative's opinions shall be regarded as the official opinions of that steering committee member.
The steering committee operates on a part-time basis while promoting individual responsibility. It handles tasks within the scope of its assigned functions, duties, and authority, ensuring compliance with deadlines, effectiveness, and legal procedures.
The steering committee is responsible for developing its monthly work programme and plan and assigning specific tasks to its members for implementation.
The steering committee works according to a monthly programme and holds extraordinary meetings whenever necessary. Meetings are chaired by the head of the steering committee or by the deputy head when assigned or authorised by the head.
The participants in extraordinary meetings shall be decided by the head of the steering committee or the deputy head when assigned or authorised by the head. The standing agency of the steering committee will hold regular meetings once a month.
Action plan for 2026 and 2027
Decision No. 74/QD-BCD, issuing the Action Plan of the Steering Committee for the Implementation of Activities Marking the 80th Anniversary of War Invalids and Martyrs’ Day, was also signed on July 20.
According to the decision, the steering committee will carry out a range of key activities in 2026, including: improving institutions and policies; implementing tribute activities; providing information and communications; launching the "Gratitude and Repayment" movements; and organising solemn commemorative events and special artistic programmes.
In 2027, the steering committee will continue implementing the tasks initiated in 2026 while carrying out tribute activities and solemn commemorative events.
Specifically, these include organising a Special National Commemoration Ceremony marking the 80th anniversary of War Invalids and Martyrs’ Day, together with a ceremony honouring outstanding people who have rendered meritorious service to the revolution across the country; organising an incense-offering ceremony and memorial service for heroic martyrs at the Monument to Heroic Martyrs as well as a visit to the Mausoleum of President Ho Chi Minh; and organising a live television broadcast programme (on VTV1) featuring a special artistic exchange paying tribute to heroic martyrs, war invalids, sick soldiers, and people who have rendered meritorious service to the revolution.
