Social welfare promptly and broadly ensured in first half of 2025

Throughout recent times, particularly in the first half of 2025, social welfare assurance has consistently been carried out in a timely and effective manner by all levels and sectors.

Regarding household income, the June 2025 Labour and Employment Survey Report by the General Statistics Office (Ministry of Finance) states that 96.6% of households reported their income either remained unchanged or increased compared to the same period in 2024.

Over the past six months, 13.6% of surveyed households received support from various sources. Among these, 9.4% of households received support from relatives; 5% from local programmes and policies; 4.7% from national programmes and policies; 1.7% from charitable activities conducted by organisations and individuals; and 0.01% from other sources.

In terms of social welfare support, according to local reports, as of June 25, 2025, central and local leaders, agencies, mass organisations, and benefactors have visited, encouraged, and presented gifts to the following groups: social protection beneficiaries under Decree No. 20/2021/ND-CP (dated March 15, 2021), with a total value of 16.8 trillion VND; poor, near-poor, socially disadvantaged, and policy households, with 3.2 trillion VND; people with meritorious services and their relatives, with 20.6 trillion VND; and emergency and irregular support at local levels, with 507.7 billion VND.

In addition, social insurance agencies have issued more than 27.1 million free health insurance cards, books, and medical examination and treatment cards to eligible beneficiaries.

In the first half of this year, the government provided more than 10,300 tonnes of rice to the people, including over 6,000 tonnes for hunger relief during the 2025 Lunar New Year, benefiting 402,600 individuals, and nearly 4.3 thousand tonnes for lean-season hunger relief in 2025, supporting 284,500 individuals.

According to a report from the Committee for Ethnic and Religious Affairs dated June 19, 2025, the “Campaign to Eliminate Temporary Housing” supported the construction of 262,843 houses, fulfilling 94.7% of the plan, including 224,854 completed houses and 37,989 under construction.

Meanwhile, according to the Ministry of Agriculture and Environment, as of June 2025, 6,055 out of 7,669 communes nationwide (79%) have met the new-style rural development standards.

These statistical indicators demonstrate that the domestic macroeconomic situation remains stable, inflation is well-controlled, and social welfare is being promptly and widely addressed.
