Tay Ninh expands cooperation in human resource training and investment promotion with US

To proactively engage in increasingly deep international integration, Tay Ninh Province has implemented a range of activities to promote investment and cooperate in training high-quality human resources with the US, gradually affirming its role and position in the global economic value chain.

A delegation from Tay Ninh Province, led by Nguyen Minh Lam, Vice Chairman of the Tay Ninh Provincial People’s Committee, took part in a programme on investment, trade, and locality promotion held in the US by Viet Nam’s Ministry of Foreign Affairs from April 18 to 27.

As part of the working trip, the delegation has paid a working visit to Houston Community College (HCC) in the city of Houston.

At the meeting, HCC leaders highlighted its small-class model of 20–25 students, enabling lecturers to closely support each learner and enhance the effectiveness of practical training. This model is considered well suited to the development needs of high-quality technical human resources in Tay Ninh as well as across Viet Nam in general.

During the working sessions with partners, Nguyen Minh Lam noted that Tay Ninh is accelerating investment attraction into industrial parks and border-gate economic zones, leading to strong demand for skilled labour. However, the current quality of human resources has failed to meet development requirements. From this reality, Tay Ninh seeks to access effective, cost-efficient training models that are closely aligned with enterprise needs.

Based on these exchanges, the parties initially agreed on several practical directions for cooperation, including designing training programmes according to local needs, organising short-term courses to upgrade workers’ skills, and implementing online training models. This would enable learners in Viet Nam to directly access the training programmes of the US without the need to travel.

Alongside training cooperation, the Tay Ninh delegation actively participated in activities connecting businesses and engaging in direct discussions with US partners.

The discussions focused on areas such as logistics infrastructure, industrial land development, human resources, and investment incentive policies. Notably, Tay Ninh proactively introduced cooperation opportunities in high-tech industries, clean energy, smart agriculture, and digital transformation — fields that are currently attracting strong interest from international investors.

During the working programme, Vice Chairman of the Tay Ninh Provincial People’s Committee added that in 2025 the province recorded a GRDP growth rate of over 9.5%, placing it among the leading localities nationwide. It has attracted more than 2,000 FDI projects with total registered capital exceeding 25.5 billion USD. The US is currently one of its key investment partners, with many projects operating effectively and contributing positively to the province’s economic growth.

Within the framework of the working visit, the delegation also worked with the Consulates General of Viet Nam in Houston and San Francisco. Leaders of the diplomatic missions highly appreciated Tay Ninh’s proactive approach to economic diplomacy and affirmed their continued support in connecting the province with businesses, investors, and organisations in the US.

Notably, a memorandum of understanding (MoU) signing ceremony between Vietnamese and US enterprises was held at the Consulate General’s headquarters, contributing to strengthening value chain linkages and expanding markets for Vietnamese agricultural products. This activity demonstrates the role of diplomatic missions in accompanying and supporting businesses in reaching international markets.

In addition, the delegation also learned about the experience in logistics development at the Port of Oakland. The provincial leaders noted that the development model there offers valuable practical lessons for Tay Ninh in building a modern logistics ecosystem, integrating multimodal transport, and applying digital technologies.

With its advantageous location linking regions, bordering Ho Chi Minh City and serving as a gateway for trade with Cambodia, Tay Ninh has the potential to become an important logistics hub in the region.

The series of promotion activities in the US will help Tay Ninh concretise its development orientation towards sustainability, modernity, and deeper integration.

Nguyen Minh Lam noted that, through cooperation in training, investment connectivity, and economic diplomacy, the province aims to enhance its competitiveness and lay a foundation for effective participation in global production networks and supply chains.
