Maintaining "flow" of policy credit capital in Tuy Phuoc

Policy credit continues to flow steadily through the fields and orchards, bringing greater prosperity to residents of Tuy Phuoc, a coastal delta area in Gia Lai Province, and helping the locality emerge as a shining example of sustainable poverty reduction in central Viet Nam.

Ten years ago, average per capita income in Tuy Phuoc, formerly Tuy Phuoc District in Binh Dinh Province, stood at 20 million VND a year. By the beginning of this year, it had risen to 62.5 million VND. The multidimensional poverty rate fell from 2.24% in 2022 to 1.89% in 2025.

In addition, Tuy Phuoc completed ahead of schedule its programme to eliminate temporary and dilapidated housing for poor households and families of policy beneficiaries.

These results reflect the decisive leadership and management of local Party committees and local authorities, the concerted efforts of the entire political system, officials and people, and close cooperation among departments, agencies and businesses. The Tuy Phuoc Transaction Office of the Viet Nam Bank for Social Policies (VBSP), formerly the Tuy Phuoc District Transaction Office of the bank, has consistently played an active, direct role in implementing programmes and plans for economic development, sustainable poverty reduction and new-style rural area development. The area covers 220 square kilometres and was previously home to more than 221,000 people across 13 communes and towns. Following mergers and administrative restructuring, it now comprises four new communes of Tuy Phuoc, Tuy Phuoc Dong, Tuy Phuoc Tay and Tuy Phuoc Bac in Gia Lai Province.

Huynh Nam, Secretary of the Party Committee of Tuy Phuoc Dong Commune and former Chairman of the Tuy Phuoc District People's Committee, said that around 15 years ago, this was a purely agricultural rural area, with residents facing numerous hardships and a severe shortage of production capital. Access to preferential loans provided by the State through the VBSP, people from the upland areas to the coastal communities were given additional resources to proactively invest in production and business activities. Policy credit capital became a powerful driver enabling residents to escape poverty, improve their quality of life, and help the locality deliver effective social welfare provision.

Nguyen Hoang Nhat Nam, Secretary of the Party cell and Director of the Tuy Phuoc Transaction Office of the VBSP, said that over more than 20 years since its establishment, the office had consistently worked to keep policy credit capital flowing smoothly, despite increasingly unpredictable storms and floods, the widespread COVID-19 pandemic and the recent restructuring and expansion of commune-level administrative units.

At the same time, policy credit officers have worked tirelessly in difficult conditions, maintaining a strong presence at the grassroots level and rapidly bringing funds directly to villages and residential communities. Their efforts have enabled poor households and people of policy beneficiaries to access preferential loans of the state conveniently and in time for seasonal production and business activities.

Over its 24-year development journey, policy credit transactions in Tuy Phuoc have been carried out with urgency and proactive engagement. The network of transaction points and its schedule have remained stable, ensuring that residents continue to receive attentive and effective service. Most notably, since the merger and expansion of commune-level administrative units, the Tuy Phuoc Transaction Office of the VBSP has adapted quickly to the changes while maintaining the smooth and uninterrupted flow of policy credit.

As of September 30, the total capital of the Tuy Phuoc Transaction Office of the VBSP exceeded 760 billion VND. This included nearly 100 billion VND in mobilised funds and 7.3 billion VND in entrusted capital from local authorities. Total outstanding loans also exceeded 760 billion VND, up 42.1 billion VND from the beginning of the year, with 12,109 households carrying outstanding loans.

The funding has enabled residents to take a more proactive approach to economic development. Tuy Phuoc Bac Commune, for example, has focused on integrating policy credit into its efforts to accelerate and sustain poverty reduction. Outstanding loans from the VBSP in the commune currently total 149.3 billion VND, serving 2,660 borrowing households. The consistent integration of these resources has helped reduce the commune's multidimensional poverty rate by 1.6% by the end of 2025.

In Tuy Phuoc Tay Commune, poverty reduction efforts have included tens of billions of VND in employment-generation loans from the Tuy Phuoc Transaction Office of the VBSP. These funds have helped 475 loan recipients from poor and near-poor households headed by women invest in economic development.

Similarly, the Tuy Phuoc Commune Veterans Association has encouraged and facilitated access to policy loans for many of its members, helping them use the funds for their intended purposes.

Tong Van Toan, who lives in Van Hoi Village in Tuy Phuoc Commune, is a typical example of a veteran who has built a successful business using policy loans combined with support from a comradeship fund. He used the capital to open a workshop manufacturing household goods. Upholding the qualities of a Uncle Ho’s soldier, Toan has remained determined to learn through practice, improve production methods and product quality, and promote and market his goods. As a result, his products have steadily improved in quality and attracted more customers, enabling his family to escape poverty, achieve greater financial security and create jobs for dozens of local workers.

Nguyen Hoang Nhat Nam, Director of the Tuy Phuoc Transaction Office of the VBSP, affirmed that although the local authority apparatus had undergone considerable changes and administrative names differed from those used previously, residents' demand for loans to develop their livelihoods, reduce poverty and create jobs had not diminished. The bank's core mission therefore remained to overcome challenges proactively, maintain close contact with local communities, and uphold its commitment to understanding people's needs and serving them wholeheartedly. It would continue to mobilise capital and ensure that funds reached the right poor households and eligible policy beneficiaries in a timely manner.

As it embarks on a new phase, the Tuy Phuoc Transaction Office of the VBSP is following the directions of local leaders and guidance from higher-level branches of the bank to establish representative boards of the VBSP Board of Directors at commune level, replacing the former district-level boards. It is also implementing measures to improve the effectiveness of policy credit programmes, intensifying communication about new credit policies and strengthening coordination with socio-political organisations entrusted with lending activities. These efforts aim to ensure that funds reach the right beneficiaries and are used for their intended purposes, thereby contributing to effective and sustainable poverty reduction.

Alongside the continued implementation of Directive No. 39-CT/TW issued by the Party Central Committee's Secretariat on improving the quality of social policy credit, the Tuy Phuoc Transaction Office of the VBSP places particular emphasis on enhancing credit quality while extending policy coverage. It is prioritising digital transformation in credit operations to bring modern banking services closer to local communities and make them more accessible to residents.

Building on the achievements of policy credit operations in recent years, the Tuy Phuoc Transaction Office of the VBSP aims to increase its capital and outstanding loans under credit programmes assigned by higher-level branches of the bank. It will continue striving to maintain the smooth flow of preferential credit, provide the best possible service to residents and make a practical contribution to poverty reduction and sustainable social welfare.
