New emission standards issued for motorcycles

The Ministry of Agriculture and Environment on January 9 issued new regulations on exhaust emissions for motorcycles and mopeds operating on public roads.

The regulation sets limit values for key exhaust emission parameters, including carbon monoxide (CO) and hydrocarbons (HC), applicable to vehicles equipped with spark-ignition engines that have been granted registration certificates and licence plates in Viet Nam. Vehicles under the management of the Ministry of National Defence and the Ministry of Public Security are excluded from the scope of application.

Under the new regulation, exhaust emission limits are divided into four levels. The maximum allowable CO concentration ranges from 4.5% at Level 1 to 2.0% at Level 4. For HC emissions, the limits for four-stroke engines are tightened from 1,500 ppm to 1,000 ppm, while two-stroke engines face a more substantial reduction, from 10,000 ppm to 2,000 ppm at higher levels.

Emission measurements must be conducted in accordance with the methods specified in Vietnamese Standard TCVN 11215:2015.

The new regulation will take effect from June 30, 2026. A detailed roadmap for implementation for different vehicle categories will be issued by the Prime Minister.

The Ministry of Agriculture and Environment will be responsible for directing and guiding implementation, while the Ministry of Construction will organise motorcycle emission inspections in line with its assigned functions and legal responsibilities.
