The directive followed a tragic incident on July 10 in Nam Nung commune, Lam Dong province, in which five students lost their lives.
To urgently address the aftermath, the Prime Minister instructed the Chair of the Lam Dong People’s Committee to direct local authorities and relevant agencies to provide immediate support to the families of the victims, swiftly investigate the cause of the accident, and determine the responsibility of organisations and individuals who failed to ensure safety at the site.
The Government leader also urged the Ministry of Health, the Ministry of Education and Training, provincial and municipal People’s Committees, and relevant agencies to treat child drowning prevention as a key and regular duty of authorities at all levels. Local government leaders, he stressed, must bear responsibility in cases of serious drowning accidents within their jurisdictions.
Authorities are required to urgently review and issue timely warnings about high-risk drowning locations; raise awareness, knowledge and skills on drowning prevention among children, students and parents.
Further measures include strengthening communications on the responsibility of families and schools in managing and supervising children, and enhancing inspection, monitoring and follow-up on the implementation of drowning prevention work in localities.
The Prime Minister also tasked the Party Central Committee’s Commission for Communication, Education and Mass Mobilisation, together with the Viet Nam Fatherland Front Central Committee, to continue directing relevant agencies to work closely with ministries, sectors and localities in effectively carrying out information, communication and education campaigns on drowning prevention awareness, knowledge and skills for children and students.
