Promoting green finance, sustainable growth, and Mekong regional cooperation

An international conference titled “Financing green growth in Viet Nam, Laos and Cambodia: Republic of Korea’s experience and opportunities for regional cooperation” took place in Nghe An Province on September 16.

In his opening remarks, Professor Dr. Le Van Loi—Member of the Party Central Committee (PCC), Deputy Head of the PCC’s Commission for Policy and Strategy, Vice Chairman of the Central Theoretical Council, and President of the Viet Nam Academy of Social Sciences—emphasised that financing green growth is not merely a matter of capital scale; more importantly, it involves the ability to transform resources into viable green projects that deliver economic, social, and environmental benefits.

Issues such as water resource management, energy transition, ecosystem protection, sustainable infrastructure development, and climate change adaptation are transnational in nature. Therefore, cooperation in green finance can help mobilise resources, strengthen economic connectivity, and enhance the region’s resilience.

Discussions also addressed the opportunities, challenges, and solutions for developing green finance in Viet Nam, Laos, and Cambodia, thereby contributing to regional cooperation and sustainable development.

Delegates noted that the Republic of Korea’s experience serves as a valuable reference, particularly regarding the integration of industrial policy, technological development, infrastructure investment, institutional capacity, and financial systems.

In recent years, the RoK has continued to promote green finance, transition finance, clean energy, green technology, smart infrastructure, and emission reductions in industrial production.

Presentations emphasised that international cooperation should go beyond mere model transfer or capital provision; instead, it should aim to enhance capacities in policy design, project preparation and implementation, technology mastery, and the mobilization of social resources and private capital.

Consequently, cooperation among Viet Nam, Laos, Cambodia, and the RoK could focus on three key areas: refining policies and institutions to mobilise and channel resources; translating green growth goals into specific, bankable programmes and projects; and transforming international experience into practical cooperation initiatives covering finance, technology, technical assistance, and human resource development.
