The Congress will draw the participation of 458 official delegates representing more than three million war veterans across the country, and approximately 150 guests, including leaders of the Party and State, heads of central committees, ministries and sectors, Heroes of the People’s Armed Forces, Labour Heroes, and outstanding representatives from many fields.

Speaking at the press conference, Lieutenant-General Khuat Viet Dung, Vice-Chairperson of the Association, emphasised that the Congress is an event of great socio-political significance, marking a new stage in the development of the association at a time when the country is facing new opportunities and challenges.

He reported that the Congress will discuss and identify the orientations and tasks for the 2026–2031 term, with two breakthrough priorities: building an association strong in politics, ideology, ethics and organisation; and accelerating digital transformation to improve operational effectiveness at all levels.

In the previous term, the Viet Nam War Veterans Association affirmed its role as a trusted socio-political organisation of the Party, the State and the people. A total of 129,771 members of the association were elected to Party committees at all levels; more than 50,500 members were elected as deputies to the National Assembly and to People’s Councils at all levels.

The Association has built and presented 12,430 social houses with total funding of 944.4 billion VND to its members. War veterans currently run more than 8,200 businesses, over 2,000 cooperatives and more than 190,000 farms and family enterprises, creating employment for more than 781,500 workers.

The Association has also participated in searching for and repatriating 20,725 fallen soldiers’ remains, and cooperated in DNA testing to identify 6,337 cases.
