Widespread dissemination, tangible results

The "Digital Literacy for All" movement is a strategic initiative launched by the Party Central Committee to universalise digital skills, laying the foundation for the development of a digital workforce capable of meeting the country's development requirements in the new era.

After more than a year of implementation, the initial results demonstrate that the determined leadership and direction provided by Party committees at all levels have been key factors in ensuring the movement's broad reach and tangible effectiveness, gradually bringing the Party's policy into everyday social life.

Strong leadership and direction from the central level to grassroots Party Committees

2025 marked the first year of implementing Resolution No. 57-NQ/TW, issued by the Politburo on December 22, 2024, on breakthroughs in the development of science and technology, innovation and national digital transformation. Under the direct, consistent leadership of the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation, headed by General Secretary and State President To Lam, the dissemination and implementation of the Resolution have been carried out urgently, comprehensively and extensively across the country.

A significant milestone came with the issuance of Plan No. 01-KH/BCDTW on March 21, 2025, by the Central Steering Committee, outlining the implementation of the "Digital Literacy for All" movement. The plan clearly defined objectives, tasks, solutions, implementation roadmaps and specific responsibilities for ministries, sectors and localities.

Accordingly, all localities have issued their own implementation plans, while many have established or strengthened steering committees, support teams and working groups to oversee the movement.

Following the Central Committee's directives, the Standing Board of the Bac Ninh Provincial Party Committee issued Plan No. 08-KH/TU on July 25, 2025, identifying the movement as a key component of the province's innovation and digital transformation agenda. Shortly afterwards, the Provincial Commission for Information, Education and Mass Mobilisation issued guidance on communications for the movement, while the Provincial Party Committee for Party Agencies adopted plans to disseminate the initiative to 100% of its subordinate Party organisations.

Based on the province's directives, Party committees at commune and ward levels also introduced implementation plans, instructing local authorities and mass organisations to integrate "Digital Literacy for All" into Party branch meetings, village meetings and activities of mass organisations. As a result, the movement quickly spread to villages, hamlets and urban neighbourhoods. Many localities also organised "National Digital Learning Days", attracting large numbers of residents.

In the first quarter of 2026, Bac Ninh Province continued to maintain previously achieved targets while vigorously implementing comprehensive measures to accomplish its remaining objectives, particularly ensuring that 80% of adults in the province are certified as having attained basic knowledge of digital transformation and digital skills through the VNeID platform.

A report issued by the Central Commission for Information, Education and Mass Mobilisation after more than one year of implementing the movement clearly states that the initiative can only achieve meaningful results when placed under the direct and determined leadership of Party committees and agency heads, while remaining closely linked to digital transformation tasks and the practical needs of citizens, organisations and public institutions. Under the guidance of Party committees and Party organisations, many localities have developed innovative models that have delivered practical results and generated widespread influence.

At Ninh Binh, the "Ninh Binh Red Addresses" initiative uses QR codes, 3D videos and digital narration to digitise information on historical, cultural and revolutionary heritage sites. Another model, "One Student – One Digitally Supported Family Member", encourages students to help their relatives access and use digital technologies.

Meanwhile, Thanh Hoa has introduced numerous initiatives, including "One Civil Servant – Five Households Supporting Digital Transformation", "Digital Family", "Digital Market – Digital Rural Areas", "Digital Residential Communities", "AI Broadcasters", and "Community Digital Learning Clubs", bringing digital knowledge and skills closer to local residents.

These models enable people to access, practise and apply digital technologies in their daily lives while developing fundamental digital skills, thereby promoting practical and sustainable digital transformation from the grassroots level.

Strengthening the vanguard role of officials and Party members

One of the most important lessons drawn from the implementation of the movement is the pioneering role played by officials and Party members. Throughout the digital transformation process, they serve not only as practitioners but also as leaders in learning, mastering technology and guiding citizens in using digital platforms. Recognising officials and Party members as the core force driving the movement at the grassroots level, the Ninh Binh Provincial Party Committee introduced digital skills into Party branch activities across the province.

Accordingly, the Provincial Commission for Information, Education and Mass Mobilisation issued detailed guidance for a themed Party branch session entitled "Party Members Take the Lead in Learning Digital Skills", accompanied by a comprehensive discussion outline. This marked the first time that digital skills had been incorporated simultaneously into Party branch meetings throughout the entire province, making it a broad political initiative that linked digital learning with Party members' responsibility to set an example during the digital transformation process.

As a result, 100% of Party branches across the province organised these themed sessions. Many branches adopted innovative approaches, combining discussions of practical scenarios with hands-on training in digital skills, including the use of online public services, the VNeID application, digital signatures and artificial intelligence tools for work purposes. Consequently, Party members' awareness and digital capabilities have improved significantly, creating a strong ripple effect throughout the wider community.

At the same time, the principle of "going to every alley, knocking on every door and guiding every individual" has been widely implemented, helping to ensure that the "Digital Literacy for All" movement delivers substantive outcomes. Many residents, particularly older people and rural workers, have received support in accessing digital platforms and have gradually developed the habit of using technology in their daily lives.

The Thanh Hoa Provincial Party Committee has identified the "Digital Literacy for All" movement as a means of providing citizens with fundamental knowledge of digital transformation and digital skills, guided by the spirit of a revolutionary, people-centred and comprehensive campaign in which no one is left behind. Accordingly, the province has mobilised resources to develop infrastructure supporting digital transformation, while placing particular emphasis on the leadership of Party committees and organisations and the pioneering, exemplary role of officials and Party members in advancing the movement through effective methods and practical models.

Affirming the pioneering role of officials and Party members in implementing the movement, Nguyen Ngoc Tuy, Deputy Head of the Thanh Hoa Provincial Commission for Information, Education and Mass Mobilisation, stated that the Provincial Party Committee regards the "Digital Literacy for All" movement as a means of equipping citizens with fundamental knowledge of digital transformation and digital skills through a revolutionary, people-centred and comprehensive approach that leaves no one behind.

To achieve this goal, the province has mobilised resources to develop digital transformation infrastructure while placing particular emphasis on the leadership of Party committees and organisations and on the pioneering and exemplary role of officials and Party members in advancing the movement through innovative approaches and practical models.

Across the province, 4,351 Community Digital Technology Teams have been established in 166 communes and wards, with key members including village Party secretaries, village heads and Youth Union members, who have directly assisted hundreds of thousands of residents.

Ensuring that every citizen has the opportunity to acquire digital knowledge and digital skills will contribute significantly to achieving the objectives of building a digital society, digital citizenship and a digital economy, in line with the spirit of Resolution No. 57-NQ/TW.
