In his opening remarks, Deputy Prime Minister Le Tien Chau emphasised that this holds special significance as the country strives to achieve double-digit growth.
The Deputy Prime Minister said the project to complete the 100km Ha Noi–Thai Nguyen–Cho Moi Expressway, with total investment of more than 21 trillion VND, plays a crucial role. It is a vital transport route that will break the single-route dependence on National Highway 3, strengthen national defence and security, create a corridor connecting countries, reduce travel time and logistics costs, and ensure connectivity among provinces in the northern midland and mountainous region.
Reporting at the groundbreaking ceremony, Pham Van Khoi, Chairman of the Board of Directors and General Director of Phuong Thanh Transport Construction and Investment Joint Stock Company, emphasised that the project to complete the CT.07 Expressway, the Ha Noi–Thai Nguyen–Cho Moi section, is one of the few large-scale, high-value expressway projects implemented under the PPP model, mobilising 100% private capital.
In less than five months since the Thai Nguyen Provincial People’s Committee assigned the task, Phuong Thanh Transport Construction and Investment Joint Stock Company has fulfilled its responsibility as the leading member of the investor consortium, coordinating with specialised agencies and consultants to execute work items in the spirit of “straight routes, clear paths, and united progress”.
The project to complete the CT.07 Expressway has a total length of about 99 km, passing through three localities: Ha Noi, Bac Ninh, and Thai Nguyen, with a design speed of 80–100 km per hour, depending on each section.
The project has been studied and designed to meet technical standards for expressways. The Ha Noi–Thai Nguyen section will feature six lanes and a roadbed width of 34.5 m, while the Thai Nguyen–Cho Moi section will be completed with four expressway lanes and a roadbed width of 22 m.
Under the plan, the Ha Noi–Thai Nguyen section will enter operation in 2028. The entire project is scheduled for completion in 2030, forming a complete, modern, and synchronous CT.07 Expressway aligned with approved planning.
