Diverse activities for workers
Implementing Plan No. 34/KH-TLD dated October 15, 2025 of the Viet Nam General Confederation of Labour, provincial and municipal labour federations have been deploying diverse forms of care, with greater attention paid to trade union members and workers. According to the Viet Nam General Confederation of Labour, during this year’s Tet holiday, the trade union system will provide a total of 500 round-trip air tickets for disadvantaged trade union members and workers who are working far from their hometowns in southern provinces and cities. The programme will be carried out from February 12 to 16, 2026, with flights departing from Tan Son Nhat Airport (Ho Chi Minh City) to Phu Bai Airport (Hue City), Noi Bai Airport (Ha Noi) and Vinh Airport (Nghe An). Specific flight times and numbers will be coordinated by relevant agencies with airlines and communicated directly to the supported workers.
In addition, the programme “Trade Union Train – Spring 2026” will continue to be implemented on a larger scale than in previous years. In the initial phase, more than 2,000 workers will receive support. The number of tickets will be allocated to the Ho Chi Minh City Labour Federation, Dong Nai Labour Federation, Tay Ninh Labour Federation, and the Viet Nam Railway Trade Union for implementation.
Alongside transport support, the Viet Nam General Confederation of Labour will organise various Tet care activities. Notably, these include visits, gift-giving, and Tet greetings for trade union members and workers at enterprises with outstanding production and business performance; enterprises with a large number of workers facing difficulties, low incomes, or those heavily affected by natural disasters; and workers originating from remote and disadvantaged areas or engaged in heavy and hazardous occupations. The expected support level is 1.3 million VND per person, including 1 million VND in cash and 300,000 VND worth of gifts in kind.
Promoting proactive coordination
In Ho Chi Minh City, the City Labour Federation is expected to focus on key care activities such as the “Tet Reunion” and “Trade Union Tet” programmes, featuring stalls selling essential goods, activities for making and cooking traditional cakes, and the distribution of gifts to 350,000 disadvantaged trade union members and workers; as well as support for those whose family members were lost due to storms, floods, or natural disasters. At the same time, the Ho Chi Minh City Labour Federation will coordinate with the Ho Chi Minh City Youth Union and the Ho Chi Minh City Women’s Union to organise Tet festivities for children living in workers’ rental housing areas.
In addition, the Ho Chi Minh City Labour Federation is mobilising enterprises to properly implement salary and bonus policies and provide on-site Tet care; to give train and coach tickets for workers returning to their hometowns for Tet and transport for workers returning to the city after the holiday; and to organise spring and Tet activities for workers who are unable to go home. Nguyen Phuoc Loc, Deputy Secretary of the Ho Chi Minh City Party Committee and Chairman of the Viet Nam Fatherland Front Committee of Ho Chi Minh City, stressed that Tet care activities must promote linkages and close, smooth coordination among socio-political organisations.
According to the Dong Nai Provincial Department of Home Affairs, local authorities will provide more than 2,200 free coach tickets to take workers back to northern, central, and Central Highlands provinces. Mai Xuan Tuan, Deputy Director of the Dong Nai Provincial Department of Home Affairs, shared: “Tet care work in Dong Nai is being implemented in a synchronised, practical, and deeply humane manner from the provincial to the grassroots level. This is not only a social welfare solution but also a long-term strategy to retain the workforce and stabilise labour relations after the Lunar New Year.”
Continuing care activities for workers, the Ha Noi Labour Federation has instructed commune- and ward-level trade unions to proactively advise Party committees, local authorities, and the Viet Nam Fatherland Front on organising Tet care activities suited to local conditions. This flexibility helps the movement spread deeply to every residential area and enterprise.
During the 2021–2025 period, Tet care activities were organised in a practical and effective manner, strongly oriented towards the grassroots level and workers, thereby affirming the role and position of the Viet Nam Trade Union and strengthening the trust of members and society in the organisation. To further promote the spirit of caring for workers, the Viet Nam General Confederation of Labour requires Tet care activities to focus on the grassroots level and on trade union members and workers directly involved in production. Priority is given to those facing special difficulties, those suffering from occupational accidents, occupational diseases, or serious illnesses; those experiencing reduced working hours, job losses, or wage and bonus arrears; trade union members and workers from policy beneficiary families, ethnic minority groups, or those who have not been able to return home for many years; those who remain at their units or enterprises to work and produce during Tet; and trade union officials and members who must travel long distances due to organisational restructuring within the political system at all levels.
According to information from the Viet Nam General Confederation of Labour, during the spring of 2026, the model “Trade Union Year-End Meal” will be implemented, with meals worth at least 70,000 VND each funded by trade union resources and sponsoring units. This activity aims to strengthen bonds among trade union members, employers, and local authorities in the warm atmosphere of year-end reunion.
