Promoting role of private healthcare system in digital transformation

On the morning of November 28, the National Health Information Centre under the Ministry of Health and the Viet Nam Private Medical Practice Association signed a cooperation agreement, strengthening the application of information technology synchronously between the public and private healthcare systems to improve healthcare quality for people in an equitable, effective, and sustainable manner.

According to Do Truong Duy, Director of the National Health Information Centre, digital healthcare transformation has achieved major breakthroughs over the past two years. In particular, in 2025, the healthcare sector will marks significant milestones in digital transformation, such as the implementation of electronic medical records.

Therefore, the cooperation agreement will support the private healthcare system in its digitalisation roadmap, data creation, and application of information technology in professional activities. The centre will work with the association to develop shared digital platforms for the healthcare sector, ensuring information and data security.

According to Prof. Dr. Phan Van Tuong, former Head of the Institute for Health Management Staff Training and Fostering, Standing Vice President–Secretary-General of the Viet Nam Private Medical Practice Association, the signing ceremony is a concrete step in implementing the Party’s and State’s policies, particularly under Resolutions 68-NQ/TW and 57-NQ/TW, affirming the role of the private healthcare sector in diversifying services and reducing the burden on public healthcare.

The Viet Nam Private Medical Practice Association will coordinate with the National Health Information Centre to integrate management and digital transformation technologies into people’s healthcare services. Accordingly, the two sides will promote digital health transformation through conferences, training courses, and, especially, through supporting the implementation of electronic medical records, telemedicine, and clinic management software, ensuring alignment with the Ministry of Health’s overall orientation.

The association will also provide training courses on quality management procedures for the private healthcare system. With technical support from the centre, it will help private healthcare facilities improve service quality and strengthen compliance with legal regulations.

“This cooperation lays the foundation for both sides to continue developing detailed cooperation programmes and projects in the future. The Viet Nam Private Medical Practice Association is committed to fulfilling its responsibilities and making every effort to ensure that this cooperation becomes an actual driving force, contributing to the success of digital transformation and to improving people’s healthcare services,” said Prof. Dr. Phan Van Tuong.

Speaking at the signing ceremony, Prof. Dr. Tran Van Thuan, Deputy Minister of Health, emphasised that the cooperation between the National Health Information Centre and the Viet Nam Private Medical Practice Association is not only cooperating in software implementation or data sharing, but is an oriented step, aiming to establish a modern, effective, and equitable digital health ecosystem.

The Deputy Minister requested that all units promptly concertise the cooperation contents into clear action plans with feasible roadmaps, concrete objectives, and close coordination mechanisms.

The National Health Information Centre must continue to play a central role in developing the sector’s digital infrastructure, ensuring information security, data connectivity, and technical guidance. Meanwhile, the Viet Nam Private Medical Practice Association should serve as a trusted bridge, disseminating knowledge and encouraging the application of technological standards in the entire system, particularly among small private healthcare facilities, so that no facility and no patient is left behind in the healthcare modernisation process.
