To realise this goal, the city is focusing its resources and implementing a series of key national-level programmes and projects simultaneously, creating a new development landscape for the locality.
New momentum from strategic infrastructure
These days, the atmosphere at key construction sites in Hue City is one of intense activity. From the Cam Lo–La Son and La Son–Hoa Lien expressways to the coastal road and the bridge over Thuan An estuary, a series of strategic projects have been and are being gradually completed, creating a new development face for the locality.
Currently, the expressways in operation have shortened the travel time connecting Hue with Da Nang, Quang Tri, and other major economic centres in Central Viet Nam.
According to the Standing Vice Chairman of the People’s Committee of Hue City, Hoang Hai Minh, the coastal road and the bridge over Thuan An estuary are considered strategic breakthrough projects, opening up opportunities for the development of the marine economy, tourism, and coastal urban areas.
This is not just a simple transportation project but also creates momentum to expand urban development space to the east of the city, promoting resort tourism, logistics, and the marine economy.
According to the Department of Finance’s report, in the first five months of 2026, the local socio-economic situation continued to maintain positive growth; GRDP increased by over 9%, ranking 14th out of 34 provinces and cities nationwide. Total state budget revenue is expected to reach over 6 trillion VND.
Tourism activities recovered strongly with a high increase in visitor numbers, generating nearly 4.48 trillion VND in revenue, a 71.4% increase compared to the same period last year; export turnover reached approximately 421 million USD, a 28% increase.
The city decisively directed the disbursement of public investment capital, with many key projects having their difficulties resolved to accelerate construction progress, placing Hue among the leading provinces nationwide.
One of Hue’s outstanding achievements is the basic completion of the relocation and land clearance project for Zone I of the Hue Imperial Citadel. This is considered the largest historical relocation ever in the locality, contributing to gradually restoring the original space of the historical site and improving living conditions for thousands of households.

However, the implementation of key programmes and projects in Hue still faces numerous difficulties and obstacles. The biggest challenge remains land clearance. Many projects have had to adjust their timelines due to land-related issues, determining land use rights, discrepancies in compensation prices, and resettlement arrangements, or a lack of public consensus. Some resettlement areas initially lacked integrated technical infrastructure and social amenities, affecting the progress of population relocation.
Furthermore, procedures related to planning, land, and land-use conversion in some projects are still lengthy; coordination between sectors and localities is sometimes not truly effective. This directly impacts the progress of implementation and disbursement of public investment capital.
Meanwhile, pressure to disburse public investment capital, fluctuations in construction material prices, and rising labour costs also significantly affect project implementation progress. The mobilisation of social resources has not been commensurate with the potential, especially in large-scale infrastructure projects.
Economic and planning experts have pointed out that if the “bottlenecks” regarding land acquisition, administrative procedures, coordination mechanisms, and accountability in public service implementation are not definitively resolved, it will be very difficult to achieve a breakthrough in development in the coming period.
Faced with these shortcomings and limitations, the Hue City Party Committee and People’s Committee are focusing on decisively directing many solutions to accelerate the progress of key projects.
According to the assessment of Inspection and Supervision Team No. 21 of the Politburo and the Secretariat, in this context, the leadership and guidance role of the Hue City Party Committee and People’s Committee is considered a key factor.
The team highly appreciated the decisive and thorough approach of Party Secretary Nguyen Dinh Trung in directing the implementation of major local development programmes.
The overarching principle emphasised by the City Party Secretary is that development must be comprehensive and systematic, without sacrificing the environment and heritage for mere growth; at the same time, it is necessary to remove long-standing “bottlenecks” to expand new development opportunities for Hue.
The leaders of the Hue City People’s Committee are always decisive in their management, regularly conducting on-site inspections and directly guiding the resolution of difficulties for key projects with the spirit of “clear responsibilities, clear tasks, clear progress, clear accountability”; continuously requiring departments, agencies, and localities to focus on resolving land clearance issues, accelerating the disbursement of public investment capital, and strictly addressing delays and shirking of responsibility in the performance of official duties. This is creating positive changes in the implementation process.
In the coming time, Hue will continue to focus on implementing many fundamental solutions in a comprehensive manner. The top priority is to expedite land clearance for key projects in a transparent and open manner, ensuring a balance of interests between the State, investors, and the people.

Another important task is to more effectively exploit the heritage, cultural values, and economic advantages of the sea to create new growth drivers. The city has determined that infrastructure development aims not only to boost economic growth but also to improve the quality of life for its people and gradually build Hue into a major centre of the central region.
