An overview of the meeting

On October 24, the People’s Council of An Giang province held the 4th session (special session) to consider and pass a number of important resolutions under its authority.

At the session, the People’s Council of An Giang province passed 4 important resolutions, including: Regulations on one-time subsidies for people working outside the payroll quota at Associations assigned by the Party and State at the provincial or district level before July 1, 2025 in An Giang province; Decision on investment policy for the metro line project, section 1, under the public-private partnership (PPP) model; Project to establish a fund to support farmers in An Giang province; and Regulations on decentralisation of spending tasks on environmental protection in An Giang province.

In particular, the resolution on the decision on investment policy for the metro line project, section 1, under the PPP model has attracted much attention. The project is a component of the Phu Quoc metro, and when completed, will provide a high-quality form of public transport.

The project, when completed, will contribute to serving the Asia-Pacific Economic Cooperation (APEC) Forum 2027; at the same time, it is expected to facilitate traffic connections, serve the public transportation needs of residents and tourists, reduce traffic accidents and emissions, and contribute to the development of green urban areas in Phu Quoc special economic zone by 2030.

The project has a route length of about 17.7km, with 5-7 stations and 1 vehicle maintenance centre. The operating vehicle is a train consisting of 3-5 compartments (modules), with a design speed of 70-100km/hour.

The project is expected to be implemented from the fourth quarter of 2025 to the second quarter of 2027. The maximum project contract term is 40 years from the date of handover and putting into use.

The project is expected to require about 34 hectares of land (including the land of Phu Quoc International Airport, the route connecting DT.973-DT.975, DT.975, APEC Avenue, APEC Conference Centre).
