The seminar was co-chaired by Politburo members: Tran Thanh Man, Standing Vice Chairman of the National Assembly (NA), and Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council Nguyen Xuan Thang; among others.

Speaking at the seminar, Chairman of the NA Committee for Culture and Education Nguyen Dac Vinh emphasised that the seminar focused on reviewing, analysing and evaluating the implementation of Party’s guidelines and resolutions and State’s policies and laws on developing the system of cultural and sports institutions; planning, investment in construction, management and use of cultural and sports institutions; the arrangement and mobilisation of resources for the development of cultural and sports institutions; and the study of international experiences.
On that basis, the seminar proposed solutions to improve institutions and policies as well as mobilise maximum resources to develop the system of cultural and sports institutions.

Addressing the seminar, Politburo member Nguyen Xuan Thang highly appreciated the Party’s important achievements in cultural and sport development over the past 40 years of Doi Moi (Renewal).
Up to now, the country has built and developed a relatively comprehensive and synchronous system of cultural and sports institutions, from the central to the grassroot levels, rom urban areas to rural, remote, island and border areas.

In addition to achieved results, Politburo member Thang said the operation of the current system of cultural and sports institutions has been revealing many limitations and inadequacies as well as long-standing paradoxes, difficulties and problems.
He asked the participants to focus on analysing the main contents related to perfecting the legal system, mechanisms and policies; effectively implementing the contents on developing cultural and sports institutions in the master plan; strengthening the management, effective use and exploitation of cultural and sports institutions; enhancing the mobilisation of resources and investment in facilities and equipment for cultural and sports institutions.

For his part, Deputy PM Tran Hong Ha affirmed that the achievements in cultural and sport building and development are the driving force for the country's development.

He expressed his hope that on the basis of the discussions, the Party and State will make orientations in planning and promulgating appropriate regulations, mechanisms and policies to meet development requirements in the current period.
